Conflicto de competencia suscitado entre el Juzgado Primero Penal Municipal con Función de Control de Garantías de Buga y el Juzgado Promiscuo Municipal de Guacarí, ambos del departamento del Valle de Cauca.
La controversia se generó en torno a las diferentes interpretaciones que del factor territorial hicieron las autoridades judiciales involucradas.
Teniendo en cuenta que ambos despachos son competentes para tramitar la acción de tutela, la Corte respeta la elección que hizo el actor y dispone que quien debe tramitar la solicitud de amparo es el Juzgado del municipio de Buga.
Se remite el expediente a dicha Despacho para que de manera inmediata tramite y adopte la decisión de fondo a la que haya lugar.

- PRIMERO. DEJAR SIN EFECTOS el auto del 31 de julio de 2018, proferido por el Juzgado
- Primero. Penal Municipal con Funcion de Control de Garantias de Buga (Valle del Cauca), dentro del proceso de tutela promovido por Beatriz Arce Hernandez, en calidad de agente oficiosa del senor Gustavo Alexis Cobo, contra COOMEVA EPS, ARL COLPATRIA y ASIGEM S.A.S.
- SEGUNDO. REMITIR el expediente ICC-3467 al Juzgado
- Primero. Penal Municipal con Funcion de Control de Garantias de Buga (Valle del Cauca) para que, de manera inmediata, tramite y adopte la decision de fondo a la que haya lugar.
- TERCERO. Por intermedio de la Secretaria General de la Corporacion, COMUNICAR a la accionante y al Juzgado Promiscuo Municipal de Guacari (Valle del Cauca), la decision adoptada en esta providencia.
